Finland has one of the worldfs strongest property rights protection regimes and adheres to many international agreements intended to protect intellectual property. The quality of the judiciary is generally high. Corruption is not a significant problem in Finland, which was ranked second out of 168 countries surveyed in Transparency Internationalfs 2015 Corruption Perceptions Index. Politics of Finland is a parliamentary representative democratic republic and of a multi- party system. The President of Finland is the head of state, he leads the foreign policy and the Commander-in-chief of the Defense Forces. The Prime Minister of Finland is the head of government; executive power is exercised by the government. Legislative power is vested in the Parliament of Finland, and the government has limited rights to amend or extend legislation. The Judiciary consists of two systems, regular courts and administrative courts, headed by the Supreme Court and the Supreme Administrative Court, respectively.
